Depends on the atheist.
Someone who is an atheist simply because they don't like the idea of having a divinely-enforced set of moral guidelines to follow probably wouldn't make a great leader.
But if the atheism is purely intellectual-based and not morality-based, I don't see the issue.
I also think that whether you think Jesus is the son of God and your savior, one of many prophets, or just some hippie who lived 2000 years ago, there is a lot of wisdom in His teachings WRT how we should treat each other. I do think it would be better if most leaders adhered to those teachings regardless of the divinity and faith implications that go with them. Of course, you could just about get the same message from Rufus of Bill & Ted's Excellent Adventure. As far as leadership goes, I don't really care where you get the message from or what kind of faith you have invested in it, so long as you get the message.
